IS HEALTH CARE SPENDING THE SAME FOR THE RICH AS IT IS FOR THE POOR? Yes, according to a study by an economist at the Brookings Institute. This Robert Samuelson article cites a study by Gary Burtless that found that in 2003 in the United States, on average, annual health spending per person was $4,477 for the poorest fifth and $4,451 for the richest fifth.
